In 2007 CGAP partnered with DFID and the GSM Association to conduct diagnostic reviews of the regulatory environment for branchless banking approaches in Brazil, India, Kenya, Pakistan, the Philippines, Russia, and South Africa. Following these, CGAP continued conducting more research on the topic and led six additional diagnostics in Argentina, Colombia, Indonesia, Mexico, El Salvador, and Jordan. These diagnostic assessments were carried out under the auspices of CGAP's Technology Program, which is co-funded by the Bill & Melinda Gates Foundation.

In January of 2010, eleven of thirteen original diagnostics were updated by CGAP as a part of the workplan of the G-20 Access through the Innovation (ATI) Sub-Group of the Financial Inclusion Experts Group created in September 2009. CGAP serves as a lead advisor to the ATI Sub-group which is co-chaired by Australia and Brazil. The updates incorporate research conducted by CGAP regarding relevant legal and policy changes through the end of 2009.

Branchless banking is defined as the delivery of financial services outside conventional bank branches using information and communications technologies and non-bank retail agents. Because of their potential to radically reduce the cost of delivery and increase convenience for customers, branchless banking approaches can expand coverage to new, previously unserved segments of the population. Technology can help a range of market actors to push the boundaries of access to finance, including not only banks but also microfinance institutions, mobile phone operators and technology companies.
