Microfinance Donor Peer Reviews
Using a peer review approach lauded by OECD’s Development Assistance Committee and numerous development leaders, CGAP took a hard look at the systems, procedures and incentives of 17 of the most important microfinance donors between 2002 and 2003. The reviews identified success factors and constraints to applying good practice in microfinance and provided concrete recommendations in Letters to Management for each agency. Subsequently, a few agencies received peer review check-ups.
Through these actionable Microfinance Donor Peer Reviews, CGAP learned a lot. This learning has been distilled in a simple yet powerful analytical framework of five key elements of effectiveness for donors to support microfinance—and in all probability other sectors—well. The five elements are the foundation of CGAP’s work with funding agencies to improve their systems, and ultimately the quality of their programs/investments on the ground.
