Key Findings

Sida received 62 out of 100 points. Although it is guided by a clear strategy and has the appropriate instruments to pursue it, Sida lacks the continuity of financial sector staff and appropriate systems to ensure quality programming and performance monitoring. Sida's 2006 peer review check-up highlighted several recommendations for further improvements, especially in the areas of staff capacity and accountability for results.

Suggestions to Increase Agency’s Effectiveness and Scores 

  • Manage rotations of FinSys team so that some continuity is assured and at least one senior microfinance expert is in place at headquarters at all times.
  • Determine minimum level of staffing and systems needed for accountability, even as a co-donor.  Sida’s strategy not to take a leadership role in microfinance is a good one, but it nonetheless requires some investment in internal capacity.
  • Offer more systematic training to staff that manage microfinance programs and components, including NGO partners and embassy staff.
  • Broaden resource pool for partners such as consultants, NGOs, etc., and seek more flexibility for contracting than currently afforded by the framework agreements.
  • Develop more refined tracking system to allow real-time access to information and analysis by various characteristics.
  • Strengthen monitoring systems to obtain regular performance information based on existing international standards. Periodically conduct in-depth portfolio reviews to get detailed information on performance and obtain a picture of what works and what does not work.
  • Employ performance-based contracts consistently.
