Terms of Reference (TOR)
Many funders outsource extensively. Terms of Reference (TOR) describe a specific assignment, including relevant background information, objectives, organization, and deliverables to define work requested from an outside service provider (e.g., consultant, training facility). TOR need to address the agency's specific needs, its internal systems, and its administrative processes. Please refer to the TOR Guidance to find out how to write TOR adapted to your project. It also includes a quick checklist to make sure everything is included in the TOR.
