About the IS Program
The Information Systems (IS) Program is a joint initiative of CGAP and the EU/ACP Microfinance Programme. The European Commission's support to the IS Program is part of its Microfinance Programme for Africa, the Caribbean and Pacific (ACP), which aims to contribute to poverty reduction through the development of more performing and effective financial services for poor people. The right technology is invaluable in helping microfinance institutions (MFIs) become better managed and more transparent institutions.

At the foundation of the institution is the management information system, known as MIS or simply IS. The IS involves all aspects of gathering, storing, tracking, retrieving and using information within a business or organization. The information system helps loan officers track their clients’ repayment schedules and balances. It helps management assess the quality of the loan portfolio. And it can help the entire institution monitor progress toward operational objectives.
Thanks to the development of computers and the software applications that run on them, much of this work can now be automated and the information more readily accessed. When applied in combination with sound operating procedures, IS software can improve transparency and efficiency, lower costs, improve reporting, and allow management to make more informed decisions.
Many MFIs are increasingly looking beyond the information system to understand other ways in which technology can help them better serve their clients and achieve operational objectives. Mobile banking, ATMs, and banking agents are examples of other ways in which MFIs are using technology. Managing such complex initiatives can be costly and complicated, especially for small MFIs. CGAP is undergoing research to better understand the potential for working with a third party implementer, or outsourcing such channels, which may be an effective option for some MFIs.
Working with technology can be challenging, whether it’s integrating software applications into the IS or determining how best to leverage technology to meet important strategic goals. CGAP supports MFIs with co-funding and other resources to help them improve their systems through the use of technology.
