FinDev Gateway Independent Evaluation Report
This report summarizes the findings of an independent evaluation of FinDev Gateway, conducted by Blaine Stephens between January and March 2026. Commissioned by CGAP, the evaluation drew on 48 interviews, 408 survey responses across FinDev’s English, Spanish, French, and Arabic communities, and an analysis of engagement data.
The evaluation assessed FinDev Gateway’s relevance, value, effectiveness, and contribution to learning across its four language platforms. It examined what users and contributors value most, how FinDev adds value relative to other information sources, and how the platform can strengthen its relevance, reach, and usefulness as the information environment and user habits change.
The findings confirm that FinDev remains a trusted and highly relevant resource for the financial inclusion community. Nearly 90 percent of respondents said FinDev has remained relevant through the shifts in financial inclusion over the past five to ten years, while 60 percent said they had learned something through the platform that they could apply to their work. The community particularly values FinDev’s curation, editorial quality, neutrality, multilingual reach, and ability to bring together diverse perspectives.
The CGAP Management Response to the Evaluation Report outlines the actions CGAP plans to take to protect FinDev’s core strengths, focus resources on the content and formats users value most, strengthen contributor relationships, and improve how people discover and access its knowledge.
