FinEquity Independent Evaluation Report

This report summarizes findings from FinEquity’s Independent Evaluation, conducted by Blaine Stephens over a two-month period (April–June 2025). Commissioned by CGAP, funded by the Gates Foundation, and guided by the FinEquity and FinDev teams, the evaluation employed a comprehensive methodology, including a desk review, a survey of FinEquity participants, in-depth interviews with key stakeholders and community members, and a review of community-led activities. 

The evaluation served three objectives: 

  • To assess the effectiveness and relevance of the FinEquity Community of Practice, including its regional chapters in Latin America and Africa, and understand its effectiveness and value to stakeholders, including CGAP.
  • To identify topics most relevant to the community and to inform FinEquity’s future direction.
  • To provide high-level guidance and recommendations for the next FinEquity strategy.

The Management Response to the Evaluation Report outlines specific actions that CGAP, as convenor of FinEquity, will take to ensure FinEquity remains a trusted, relevant, and impactful resource for advancing women’s financial inclusion.
