Senior Financial Sector Specialist

Clara Arthur is a lead technical expert contributing to CGAP’s efforts to expand digital financial inclusion in Ghana. Clara has over 19 years’ experience across the financial services and technology industry and her contributions to Ghana’s financial inclusion drive spans from product development to policy formulation and implementation.

Prior to joining CGAP, Clara was the General Manager for Business Development at the Ghana Interbank Payment & Settlement Systems (GhIPSS), where she led the business development team and coordinated the deployment of electronic payment platforms for the banked and unbanked in Ghana. She also worked with Fidelity Bank Ghana Limited as Transaction Banking Manager where she set up the first Remittance Center for the bank, and subsequently as Head of e-Banking and Head, IT Business. She also worked with e-Process, the Ecobank group Operations and Technology arm, as Head of ATM and Card Technology, where key among her achievements was the Ecobank Group Switch's integration to 3rd party switches like Nedbank of South Africa.

Clara holds an MSc. in Finance and Administration from Thames Valley University, Ealing, UK and a B.A in Law from Kwame Nkrumah University of Science and Technology, Kumasi, Ghana. She was recently named among the 20 most influential fintech leaders in Ghana.
