Tatiana Reyes, a Spanish/Colombian national, works as a consultant with the Policy Pillar at CGAP, focusing on analyzing potential exclusion risks arising from climate-related financial regulation and advancing supply-side gender-disaggregated data.

Tatiana has over 15 years of professional experience in financial regulation and public policy related to European financial services, credit risk modeling, and data analysis. She worked at CaixaBank, the largest Spanish bank, where she coordinated the Group’s regulatory activities and represented the institution in key forums, focusing on prudential regulation, recovery and resolution, and sustainable finance regulation. Prior to that, she worked at NERA Economic Consulting in the competition policy unit, providing quantitative analyses for antitrust and regulatory cases.

Tatiana holds an MSc in Economics and Finance from CEMFI (Madrid) and a B.A. in Economics from Pompeu Fabra University (Barcelona). Her mother tongue is Spanish, and she also speaks Catalan and English.

Exclusion Risks in Climate-Related Financial Regulation: An Analytical Framework

This working paper presents an analytical framework to identify the potential exclusionary effect of climate-related financial sector regulation on the incentives and ability of financial service providers to lend to vulnerable segments in emerging markets and developing economies. The analysis is backed by evidence gathered from three countries: Bangladesh, Brazil, and Colombia.
