This webinar is the second part in the two-part series focused on stablecoins. This CGAP webinar series aims to help the financial inclusion community navigate the rapidly developing space of stablecoins, understand their impact on financial inclusion (opportunities, challenges, and risks), and discuss policy/regulatory implications.  

Part 2 on January 14 will dive deep with an expert panel on stablecoin adoption in emerging markets and developing economies and the policy implications.

Chief Strategy Officer, Circle

Dante Disparte is the Chief Strategy Officer and Head of Global Policy & Operations for Circle, a financial technology firm and the issuer of leading regulated digital currencies. In this role, he leads global growth and regulatory strategy, public policy, market expansion, international operations, and communications. Dante brings decades of experience working in complex global financial risk issues and most recently served as a founder of the Diem Association. Dante was appointed to the board of the Atlantic Council, where he advises the work of the Geoeconomics Center. He is a member of the Bretton Woods Committee and a life member of the Council on Foreign Relations. 

Senior Financial Sector Specialist, World Bank

Dorothee Delort is a Senior Financial Sector Specialist in the Payment Systems Development Group (PSDG) of the Finance, Competitiveness and Investment (FCI) Global Department of the World Bank. Dorothee works on national payments system reforms, financial market infrastructures, digitalization of payments, Fintech and innovation. She participates in technical assistance to financial sector authorities, World Bank lending projects and Financial Sector Assessment Programs (FSAPs). Before joining the World Bank, Dorothee’s background was in central banking, having held various positions in forex markets and payment systems at Banque de France in Paris, the European Central Bank in Frankfurt and the Board of Governors of the Federal Reserve in Washington DC. Dorothee is a member of several working groups of the CPMI and the FSB. Dorothee holds a Master Degree in Political Sciences from the Institut d’Etudes Politiques in Paris (Sciences Po Paris) and a post-graduate degree in International affairs from the University Paris-Dauphine. 

Partner, Flourish Ventures

Efayomi is a Partner with Flourish. He brings experience in entrepreneurship, social impact and finance to his role at Flourish, with a focus on Africa. Before Flourish, Efayomi was Head of Strategic Finance for Lori, a tech startup building cost-saving market infrastructure for the trucking industry in Africa. Three months after joining Lori, Efayomi was appointed Interim CFO, managing a team of 15 finance professionals across several geographies and overseeing the core financial functions. He also guided the company financially through the COVID-19 economic crisis, raising emergency capital, renegotiating significant debt, and finalizing key partnership agreements. Prior to working with Lori, Efayomi covered Africa with venture investor Quona Capital and was an associate at Boston Consulting Group. He also worked at Jumia, where he was Head of Marketplace, growing that business from launch to roughly one-quarter of the platform’s revenue. Later, Efayomi spent six months seconded to the government of Sierra Leone, as the most senior government official leading data management in the effort to combat the 2015 Ebola outbreak. Efayomi started his career cofounding Transparent Nigeria, a digital journalism and data sharing platform. He is a graduate of the University of Pennsylvania with an MBA from Harvard Business School.

Chief Product and Technology Officer, MoneyGram

Luke Tuttle is Chief Product and Technology Officer at MoneyGram, where he leads the teams responsible for building and enhancing products and technology. In this role, he drives cross-functional collaboration to deliver exceptional customer experiences. Luke first joined MoneyGram in February 2025 as Chief Technology Officer, overseeing engineering, platform operations, information security and emerging technologies. 

With over 20 years of experience at the intersection of fintech, adtech and commerce, Luke has held engineering leadership and architectural roles at industry giants such as Klarna, Experian and eBay. Most recently, he served as President and CTO at Multichannel Consulting. Some of his notable career achievements include launching Klarna's fintech products in North America, developing and launching Klarna’s Retail Media Network, digitally transforming BMW Financial Services' front office, and driving the commercial transformation of MODIFI in North America. Additionally, Luke played a pivotal role in leading technology at ClearSaleing through its acquisition by GSI Commerce, assisting READY Robotics in closing its Series B funding round, and spearheading technology transformations at Huntington National Bank and Big Lots. Luke holds a Bachelor of Science in Computer and Electrical Engineering from Carnegie Mellon University.

Senior Financial Sector Specialist

Sonia Arenaza is a Senior Financial Sector Specialist at CGAP, where she supports the Policy and Investment teams on digital finance with a focus on tokenization, blockchain, digital assets, and AI-powered innovations. 

With over 20 years of experience at Meta, Bank of New York Mellon, Accion International, IDB, and UN agencies including the Better Than Cash Alliance and the International Telecommunication Union, she has worked with regulators, policymakers, and financial institutions on stablecoin frameworks, tokenized assets, and digital payments. Beyond CGAP, Sonia mentors women-led ventures and leads Inclusive Innovations, a boutique advisory firm.  

She holds an MIT Chief Product Officer certificate, a master’s degree from Syracuse University, and a computer science degree from Peru’s National Engineering University. 

Lead, Policy and Investment

Haocong Ren is the Lead for Policy and Investment at CGAP, overseeing its research program on financial regulatory policies, as well as catalytic financing and impact measurement and management, to promote financial inclusion. Prior to joining CGAP, she worked for the World Bank (WB) for almost two decades. She led financial sector work programs in various countries in the Europe and Central Asia Region and the Middle East and North Africa Region during 2017-2024. Prior to joining the regional team, she worked in the global team responsible for financial stability and integrity issues. 

She helped coordinate the WB engagement with the Financial Stability Board on financial regulatory reforms, led and participated in the Financial Sector Assessment Program for several countries, and worked extensively on financial sector issues in China from 2009 to 2017. Earlier in her career at the WB, she worked in the Economic Prospects Group and was a member of the drafting team for a WB flagship publication, Global Development Finance
