
The Access to Insurance Initiative (A2ii) works with insurance supervisors to promote inclusive and responsible insurance, thereby reducing vulnerability. Since 2009, A2ii has played a key role in disseminating knowledge, supporting peer learning, and facilitating dialogue between supervisors, policymakers, and other stakeholders, as the implementation arm of the International Association of Insurance Supervisors (IAIS), convened by the German Agency for International Cooperation (GIZ). As of July 2025, CGAP convenes A2ii in close coordination with the International Association of Insurance Supervisors (IAIS).

Key A2ii initiatives led by CGAP:
- Championing the Inclusive Insurance Declaration, advocating for its adoption within national financial inclusion strategies, and supporting policymakers and supervisors in setting actionable objectives and indicators.
- The Inclusive Insurance Innovation Labs, which serve as peer exchange platforms to explore and test innovative approaches, with insights shared widely to benefit the supervisory community.
- A2ii contributions to relevant IAIS activities, ensuring that knowledge from inclusive insurance work informs global policy discussions.
A2ii has an advisory committee, which provides guidance and technical advice.
A2ii is a key component of CGAP’s work on inclusive insurance. A2ii resources and future events can be found on FinDev Gateway. Self-directed training programs on inclusive insurance previously offered by A2ii are accessible on platforms of the Toronto Center and Frankfurt School in addition to other training programs available to strengthen the capacity of insurance supervisors.
