The Cape Town Declaration (available in English, French, and Spanish) on Inclusive Insurance is a voluntary commitment made by insurance supervisors to foster mutual learning, cooperation, and peer-exchange, with a focus on evolving supervisory challenges and opportunities to enhance access and inclusion. The implementation of the Declaration will be an ongoing, demand-driven and participatory process to push the frontiers of knowledge with and for supervisors.
More than 10 authorities already officially endorsed the Declaration and another 40 have expressed interest in implementing the Declaration (see Cape Town Endorsement Map). Global champions of sustainable development and inclusive insurance like Jeffrey Sachs, Ekhosuehi Iyahen, and Tomás Soley Pérez endorsed the Declaration. The proposed process for implementing the Cape Town Declaration is available in English, French, and Spanish.

By endorsing the Cape Town declaration and work toward achieving the high-level goals, signatories highlight their role as inclusive insurance leaders in their jurisdictions and globally.
Signatory commitments
As a voluntary commitment among fellow supervisors, signatories will support each other to build momentum, exchange lessons learnt and good practices, and work towards actionable plans to make insurance more inclusive. This involves:
- participating actively in virtual learning circles;
- responding to annual survey on priorities for inclusive insurance supervision;
- translating commitment to high level goals into actionable plans responding to local context;
- and attending one physical meeting a year, e.g. organized alongside IAIS meeting.
