Globally, women tend to be disproportionally uninsured compared to men due to low levels of formal female labor force participation, high levels of informal labor participation, shorter working careers, and the gender wage pay gap. Given that data on inclusive insurance is still limited, supervisors and insurers need to improve data collection and analysis to better monitor progress and gaps in the industry. That data needs to be gender-disaggregated to assess and address the gender gap in inclusive insurance. A2ii’s FeMa Meter helps supervisors and insurers understand this gap as well as the barriers that need to be overcome.
The FeMa-Meter is an MS Excel-based toolkit for collecting and reviewing gender-disaggregated data that compares differences between men and women on various indicators. It is an accessible toolkit that already integrates the most common indicators, measured in two categories:
- Access to and use of insurance
- Organizational diversity
The FeMa-Meter can be filled out in less than 30 minutes, after which it provides an immediate output of simple calculations.

Filling out the templates provides insurers with an overview of the diversity of their organization and the diversity of their portfolio. Supervisors can enter information from completed templates in those focused on compilations (sheets 1b and 2b) to get jurisdiction level gender-disaggregated data.
