Pamela Riley

Pamela Riley, JD, MS, has more than 30 years of experience in international public policy and strategy in information technology fields. In her role as senior digital health advisor at Abt Associates, Ms. Riley leads Abt’s efforts to leverage mobile phone technology to improve development outcomes. Her experience includes brokering public private partnerships, advising on sustainable business models, conducting impact evaluations of digital interventions, and developing digital training tools. As mobile money lead for USAID’s Health Finance & Governance project, Ms, Riley has focused on identifying opportunities to health partners to utilize digital financial services. Prior to joining Abt, Ms. Riley worked for more than 14 years as senior legal strategist with mobile operator Vodafone and its predecessor companies. Ms. Riley is a member of the Global Digital Health Network Advisory Board.
